On September 27th, 1976, BWC adopted a strong and meaningful criteria of "no animal testing", known as the Fixed Cut-Off Date Policy. This means BWC rejects the use of all new ingredient developed after this date, as it is estimated that 80% of animal testing for cosmetics is performed to bring newly-invented ingredients to market. Though many products today boast of "no animal testing," often this refers only to the finished formula, and not the ingredients. Some cosmetic companies have adopted a Sliding Five-Year Policy, not using a new ingredient for five years. But this only delays the use of a tested ingredient and does not prevent animal cruelty.
